Principal
Joe Cirone is the founder and Principal of JMC Engineering, PLLC. In his role as Principal, he actively participates in all projects, managing design concepts, quality control, scheduling, staffing, and ensuring client satisfaction.
Before founding JMC Engineering, PLLC, Joe played a key role in expanding commercial land development clientele and managing design teams. He was responsible for planning and designing numerous mixed-use, commercial, and institutional projects, as well as overseeing the design and construction of various public works projects.
Joe has expertise in private land development and public works, with proven experience in hydrologic and hydraulic modeling, erosion and sediment control, river mechanics, domestic water and wastewater design, grading and drainage, and project management.
Joe earned his Bachelor of Science degree in Civil Engineering from Bradley University in 1999. After graduating, he relocated to the Valley. Joe enjoys strength training, cold plunges, double shots of espresso, exploring culinary experiences, making limoncello, and roughhousing with his dog, Bruce.

Associate Principal
Helene is an Associate Principal at JMC Engineering, PLLC. She holds professional engineering licenses in Arizona, Texas, and Utah and is a Certified Floodplain Manager (CFM) through ASFPM. Helene graduated in 2008 from Lemoyne College in Syracuse, NY with a Bachelor of Science (B.S.) in Biochemistry and graduated in 2012 from Arizona State University in Tempe, AZ with a Bachelor of Science (B.S.) in Civil Engineering.
Helene’s engineering background includes mixed-use, commercial, office, retail, restaurant, and industrial developments with design proficiency in site planning, site grading and paving, storm drainage, water distribution, sewer collection, and floodplain management.
Outside of work, you’ll likely find Helene “cheffing it up” in the kitchen, playing tennis, searching for good slices of NY style pizza, and adding to her bag & shoe collection.

Andy is a Principal Project Manager at JMC Engineering, PLLC. Their responsibilities include project management, site design (grading, wet utilities, roadway), construction document production, site planning, and design report production. Andy’s industry experience includes engineering design in multi-family, industrial, commercial, retail, single-family residential, and public works (roadway and drainage).
Andy graduated from ASU in 2018 with a Bachelor of Science in Geography/GIS and quickly found civil design in years following. They love to camp, write music, and hang out with their many cats and desert tortoises in their free time.

Project Manager
Meet Sheldon – our unofficial project manager and one of three baby tortoises in the office. Like any good civil engineer, Sheldon takes life one calculated step at a time, never rushing but always making steady progress toward the finish line. He’s a master of surveying his surroundings, prefers solid ground under his feet, and believes in building things to last—especially his cozy little shell. On breaks, you’ll find him expertly moving dirt or digging with purpose, proving that site grading isn’t just for humans. Whether it’s designing drainage or finding the perfect sunbeam, Sheldon reminds us that in construction, slow and steady really does win the race.
